Structured Literacy is Not an Incremental Tweak

New York State fell for one of the most common traps in literacy reform: Instead of building a true Science of Reading training program, the state produced a hybrid that sprinkles components of Structured Literacy into the legacy soup. The two are diametrically opposite and cannot coexist:

• Balanced Literacy has been the default approach for 50 years, so deeply embedded that it is assumed to be the only way. It is intentionally high-level and embraces interpretation down to the classroom level.
• Structured Literacy is the opposite and aligns with the way all brains learn to read. It is an extremely granular, content-heavy, specific, sequential, mastery-based, end-to-end instructional protocol. Every detail is purposeful, honed by decades of research on the most efficient, effective path to fluid reading.

Ending low literacy requires transformation, not integration, and a team with deep knowledge of Structured Literacy implementation.
